Workpackages
Owing to its size, SMART II is therefore structured in sub-projects or work-packages, which are inter-related and inter-dependent. While the project will be dominated by activities related to technologies implementation and demonstration, it has substantial components of research and development, education, dissemination and capacity building. The aim is to focus on implementation and ensure that the local authorities and stakeholders will receive all the information, background and training needed for the decision making process with regard to the meaningful deployment of the technologies to be suggested.
The general work-flow diagram of SMART II is illustrated in Figure 1. As can be noticed the backbone is work-package WP3, Technologies. Three main areas of activity are considered: 1) wastewater treatment; 2) managed aquifer recharge; and 3) utilization of brackish water. The rationale for this selection stems from our deep acquaintance of the study area, its problems and its possible solutions. Namely, in the foreseeable future, the LJV will have to count on its own water resources for satisfying the demand by all sectors. To the best of our knowledge, it is not expected that external sources of water (such as import of water from desalination plants to be constructed on the Mediterranean Sea or the water originating from the possible construction of the Red Sea-Dead Sea canal) will be available, if ever. Therefore the most appropriate way to provide additional water resources is to develop alternative sources of water along with sound and rational water management and utilization procedures: extensive recovery, adequate treatment and use of effluent and judicious utilization of brackish, either by mixing with fresh water or by desalination.
Artificial recharge is the key tool needed for an optimal utilization of these water resources as water demand varies with time and therefore seasonal and possibly long term storage of water will be needed. Owing to its size and scope, work-package WP3 will be split into three sub-work-packages: wastewater related activities (WP3.1); managed aquifer recharge (WP3.2); and technologies for brackish water (WP3.3).
The remaining work-packages are aimed at providing the tools that are necessary for the management and operation of the LJV water resources.
